International Conference of Youth 2 (COY2) and African Youth Initiative on Climate Change Conference

The COY2 and AYICC conferences will be held concurrently and in conjunction from November 3-5, 2006 in Nairobi , Kenya .

The COY2 and AYICC projects propose to build on the successes of youth engagement at COP10 & COP11. These projects shall take advantage of the fact that COP12 is the first to be held in the heart of Africa by seeking to develop African youth capacity. Youth participation in workshops, plenary sessions and topical working groups will provide youth delegates with the opportunity to develop skills and tools to increase their involvement in concrete actions, raise awareness of the impacts of climate change and develop a network of international youth contacts. The COY2/AYICC conferences will also provide youth delegates with the capacity to participate fully in UNFCCC negotiations by providing concrete skills and a broad based understanding of climate change science, the UNFCCC, the immediate and potential impacts of climate change on African countries, the agendas and accomplishments of member countries and the skills to lobby governments to promote an African perspective and approach to climate change issues. The format for the youth training workshops and plenary will be largely the same as that used at the COP11 International Youth Summit (a.k.a COY1) in Montreal in November 2005.

The concurrent capacity-building conferences will also produce a Proposal for a Permanent Youth Advisory Committee on Climate, and delegates will officially sign-on to the Montreal COP12 Youth Declaration to which they will also append a Regional Youth Resolution on a COP12 topic important to African youth. This opportunity to develop these concrete feasible actions and lobbying materials in an international marketplace on youth ideas and creative will increase understanding among youth and leaders worldwide and will aid in ensuring that the perspectives of African countries dealing with the impacts of climate change will be considered in the development of climate change policies worldwide.

In addition, the AYICC conference, which will be held concurrently and in conjunction with the COY2, will provide a forum for African youth to develop the foundations for the AYICC network of African youth organizations and youth oriented organizations dealing with the realities of climate change. The workshop agenda has been developed by African youth from across the continent and with suggestions from youth worldwide in order to ensure that a clear AYICC structure, charter, interim council and long-term and short-term strategic plan will be produced by the end of the COY2/AYICC conference. The interim council will then be tasked with ensuring the success of the AYICC following COP12.
